It's more a dig to those who are opposite to any kind of immigration. The main exemple which comes to mind right now is Marine Le Pen and her supporters: they don't ask for controlled immigration, they wish to stop it completely, and think any immigrant could be (read "is") dangerous.
Also, what if the song was indeed preachy? What if their opinion was actually the opposite and the song was about closing borders? Whatever the opinion, it's their opinion to voice, and clever or not, I for one I'm glad when someone speaks his opinion out loud. It makes it easier to make them change their mind :P
