In the past, tours have been to support and promote album sales, but nowadays, the tours generate more money than the sales, so it's almost the other way around!
Whilst tradition to an extent dictates that a band tour in support of new material, more and often these days we are seeing anniversary / album retrospective tours (e.g. TOC Anniversary, where they play the whole album followed by some greatest hits)
The last gig I was at (last Wednesday) was a Garbage gig, who it seems are touring for the sake of touring as they have no new material and have already completed their album retrospective gig - certainly not complaining!
