I also think it has something to do with Europeans being a little more free with their medium and being unafraid to go full-stop crazy. The French in particular seem to have a special regard with beauty and imagery, and they go all out in telling their story through pictures.
P.S. My jaw literally dropped during the climactic bathroom scene near the end in Delicatessen.
